摘　　要：包括行政理念,行政价值观等在内的行政文化建设是现代政府管理面临的一个崭新的课题。行政文化是社会主义先进文化的重要组成部分,它能够引导行政组织成员的行为,调动其积极性、主动性和创造性,使行政组织产生向心力和凝聚力。在实行市场经济、推进现代行政管理体制改革、构建和谐社会的今天,建设先进的行政文化对于提升公务员的素质,推进现代政府管理具有十分重要的意义。只有努力培养先进的行政理念,树立良好的行政价值观,创建规范的行政行为准则,塑造良好的行政形象,营造和谐的工作环境,才能真正建设起先进的行政文化,使其发挥应有的作用。The administrative culture construction including administrative belief and viewpoints of value is a new problem faced by modern governments. Administrative culture, part of the advanced socialist culture, is able to guide behaviors of administrative organization members, encourage their activity, initiative and creativity, and lead to cohesion in administrative organization. Construction of administrative culture is significant to improve qualities of civil servants and managerial skills of modem governments, when market economy, reform of modem administrative systems, and construction of a harmonious society is carried out today. Only by cultivating advanced administrative belief and viewpoints of value, and making behavior guidelines, good images, and harmonious working environment, can advanced administrative culture be constructed successfully.
