摘　　要：针对影响负能炼钢的问题，提出并实施了一系列的技术和系统管理措施，为实现节能降耗提供了可靠的保证，最终实现负能炼钢。Based on the problems that influence negative-energy steel making , the authors put forward and implement a series of techniques and system management measures, which ensure energy, saving and consumption reducing, and eventually realize negative-energy steel making.
