大学自治中的腐败及其纠防体系探析

摘　　要：高校腐败伴随我国高等教育管理体制改革和大学自治进程而滋生,并已成为影响我国高校健康和谐发展的毒瘤。本文通过对权力异化、知识分子人格缺陷及制度缺位等的分析,揭示高校腐败的成因及其特点。作者试图构建一个以重视观念塑造为基础、以加强权力制约为主轴、以问责制为保障的大学内部自律机制和以依法自治为前提、以政府合理干预为条件、以司法审查介入为补充的大学外部制衡机制相结合的腐败纠防体系,以遏制日益蔓延的高校腐败现象。In the course of reforming the system of management and seeking for the university autonomy in higher education, corruption problena has become the main contamination source. This paper probes into these questions： alienation of authority, intellectual＇ s defection of personality, the characteristics and causes of corruption. The author holds that a university inner self-goveming system based on the construction d ideology, the restriction d authority powers and responsibility-taking policy should be established. This, in combination whth autonomy by law, govemment reasonable interference and judicature investigation, is supposed to prevent the widespread corruption in colleges and universities.
