民族自治地方人事管理自治权再探讨

摘　　要：民族自治地方的人事管理自治权,是国家人事管理的有机组成部分。民族自治地方的自治机关有权采取各种措施,从“当地民族”中大力培养和使用各级干部和各种专业人才(包括少数民族妇女干部和人才),从“当地民族”中大量培养技术工人,有权优先招收少数民族人员进企业事业单位,有权采取特殊鼓励措施引进并优待各种专业人才。要按照党的干部政策和《民族区域自治法》的有关规定,坚持千部“四化”方针和德才兼备的原则,大胆选拔那些在改革开放和经济建设中政绩突出、群众信任的少数民族优秀干部担任各级领导职务。一定要把建立科学的、合理的人事管理制度,当作民族自治地方自治机关行使人事管理自治权的重要内容和重要任务来抓。The personnel management autonomy of national autonomous areas is an organic part of state personnel management. The organs of self - government in national autonomous areas are entitled to adopt various measures： they can train and employ various cadres and professionals from＂ local nation＂, including minority women cadres and intellectuals ; they can bring up a lot of skilled workers from＂ local nation＂ ; they have the fight to preferentially recruit minority people in enterprises and institutions; they can also adopt peculiar hortative measures to bring in and give special treatment to all kinds of professionals. In term of the policy towards Party cadres and relevant regulations of＂ The Law on Regional National Autonomy＂, we should insist on the Four Modernizations policy towards cadres and principles of both ability and integrity, bravely select those excellent minority cadres who have made outstanding achievements in reform, open-up and economic construction and eniov the trust of people to hold the posts leading of all levels. We must build up scientific and ration personnel management system as important content and task for the organs of self - government in national autonomous areas to perform the personnel management autonomy, and spare no effort to do it well.
