摘　　要：临淮岗洪水控制工程是国家“十五”重点项目,淮河截流是工程建设的里程碑。为贯彻国务院加快治淮工程建设的重大决定,临淮岗工程需全面加快建设,提前1 a实施截流。淮委临淮岗工程建设管理局认真分析研究淮河截流的特点和面临的诸多不利因素,合理确定截流工程的项目管理模式,科学制订导流、截流方案,精心组织、科学调度、果断决策,与各参建单位齐心协力、克服困难,成功截流。The Linhuaigang flood control project was a key project in China's tenth five-year plan.The Huaihe river closure was a milestone of the project's construction.In order to implement the State Council's important decision on accelerating the construction of the Huaihe regulation project,the Linhuaigang project's construction had to be speeded up to carry out the river closure one year ahead of scheduled time.The Linhuaigang Project Construction Administration of Huaihe Water Resources Commission carefully analyzed and investigated the characteristics of the Huaihe river closure and its several unfavorable factors,reasonably determined the management mode for the river closure project,scientifically formulated the river diversion and closure scheme, conducted the elaborate organization,resolutely made decision,and well coordinated with other participant construction units to overcome many difficulties,resulting in a successful river closure of the Huaihe river.
