摘　　要：瀑布沟水电站工程是国家西部大开发的标志性工程,其建设时代已与改革初期大不相同。从生产力的三要素出发,提出了要以先进的生产力投入推动工程建设,要以先进的管理提升工程建设水平,从而实现“创行业一流、树系统样板”的目标。Pubugou hydropower station is the landmark project in Western Development of China.Construction period is quite different from that in early stage of reform.From viewpoint of three elements of productive forces,it is proposed that project development should be improved by advanced productivity and project construction level should be enhanced by advanced management so as to achieve objectives of 'First class project and model project in hydropower construction field'.
