摘　　要：分析福建省“三农”的基本状况,揭示农民收入显著低于城镇居民收入,农村经济落后,财政对农业的支持不足等问题,得出福建“三农”问题的症结在于农村、农业从业人口素质低下,解决的基本思路是建立乡镇公共财政,最后就解决福建“三农”问题的具体思路━━构建乡镇公共财政提出了具体政策建议。The basic conditions of the rural issues in Fujian Province are farmers＇ obviously low income compared with that of town residents, backward rural economy, and insufficient financial support for agriculture. The core of these problems lies in the low quality of agricultural population, and the fundamental solution to these problems is setting up the public finance of village and town. The paper finally puts forward some concrete suggestions.
