摘　　要：实行森林采伐限额管理是《森林法》确定的一项重要法律制度,是控制森林资源过量消耗和加强森林科学经营的核心措施和关键手段。本文结合对国务院批准全国“十一五”期间年森林采伐限额文件的学习,阐述了实施采伐限额制度对保障林业又快又好发展中的重要作用,指出了既往采伐限额实施中存在的一些矛盾和问题,分析了“十一五”采伐限额在加强和促进森林科学经营方面的突出特点和主要变化。The harvesting quota administration is an important law institution defined by Forestry Law, being the core measure and key means of controlling the over- use of forest resources and strengthening the scientific management of forests. Combining the study of the documents approved by the State Council on the logging quota for harvesting forests during the eleventh- five- year - plan period, the article elaborates the important roles of the implementation of harvesting quota in the fast and healthy development of forestry, points out some contradictions and problems in the past implementing course of cutting quota and analyzes ng quota scheme during tific forest management. the outstanding features and main changes of the enforcement of the cutting quota scheme during the 10th five- year- plan period in strengthening and promoting the scientific forest management.
