摘　　要：对政府投资林业生态工程造林项目管理模式的构建及其运行机理进行研究,构建了“三系三管一主体”的项目管理模式,旨在为探讨和创建适合我国国情和林情的市场化林业生态工程项目管理模式提供点滴借鉴。This thesis centers on the formation and mechanism of Project Management Model of the Forestry Ecological Engineering with government investment. A project management model symbolized as ＂Three - system - three - management one - ownership＂ is formulated to shed light on the research and formation of Project Management Model of the Forestry Ecological Engineering which is suitable for national conditions and forestry conditions in China.
