后农业税时代农村教育面临的问题及对策

摘　　要：取消农业税是九亿农民的福音,但这一政策的实施将直接减少县乡财政收入,加剧地方财政困难,对经费严重不足的农村教育必将产生深远的影响。解决的对策是:重构公共财政体系,切实解决农村基础教育缺位问题;各个人财政体制,重构农村义务教育费用分担机制;建立多元化教育投资体制,消除非公资本进入壁垒。It is a good news for the 900 million peasants to cancel the agricultural tax. But the implementation of this policy will directly reduce the fiscal revenues of County Township and aggravate the local financial difficulty. It will exert a far-reaching influence on education in the countryside, where there is a serious shortage of funds. The solution is the reconstruction of the public financial system, the earnest solution to the omission problem of the rural basic education, the reformation of financial system and the reestablishment of the share mechanism of the rural compulsory education expenses and of the plural educational investment structures and the elimination of the entering barrier of non-public capital.
