促进哈尔滨市县域经济发展的思考

摘　　要：东北地区典型的“重重轻轻”经济特征,不断强化着的“二元结构”以及县级财政供养人口太多等原因,使哈尔滨市县域经济发展的不平衡性、结构的低级化等问题十分突出。因此,应在统筹城乡、推进“三化”的过程中,做大县域经济总量、减少县域人口比重、重视人力资源的开发,促进哈尔滨市县域经济的发展。The northeast area typical ＂two heavy and two light＂ economical characteristics are strengthening ＂the dual smaeture＂ as well as the county level finance provides for the population too much and fan＇aers too more.These preliminarily cause the Harbin county territory economy questions to be extremely prominent -- that is development imbalance, lower structure and so on. Therefore, govemment should coordinate the city and cotmayside, advance＂three promotion＇process,make the big county territory economic output,reduce county territory population proportion,take the human resources devdopInent in account, so that Harbin county territory economy development could be promoted.
