摘　　要：根据公安部党委作出的“抓基层、打基础、苦练基本功”的战略部署,对山东省消防总队针对人员密集场所开展的“扑救初期火灾的能力和引导人员疏散的能力”(即“两个能力”)的建设情况进行了专题调研和实地考察。According to the strategic deployment- strengthening the grass roots, the groundwork and improving basic skill- of the party committee of the MPS, investigation and study was done on the ＂two competences＂（the competence of putting out early stage fire and competence of instructing people to evacuate）construction in Shandong province with regard to the assembly places.
