摘　　要：新时期中国共产党明确提出加强执政能力建设。如何提高执政能力成为人们关注的焦点，执政体制建设为执政能力提高提供制度、体制保障，能够从根本上解决执政能力建设中存在的问题。进行执政体制建设，还应借鉴和运用党执政过程中积累的历史经验教训。In this new period, the Communist Party of China has clearly proposed the establishment of ruling ability be given priority to. Public spotlight has been focusing on how to increase the ruling ability. The establishment of ruling system can provide systematic safeguard for increasing ruling ability, and solve the problems in establishing it radically. In the process of establishing ruling system, it is very important to use the accumulated historic experience and lessons for reference.
