摘　　要：提高基层领导干部依法行政的能力是一个系统工程。基层领导干部的依法行政能力重在提高法律意识和树立法制观念,在此基础上培养他们的法律思维能力和依法解决问题的能力,并最终建立一个基层领导干部依法行政考核评价的制度体系。It is a systems engineering to enhance the administrative capacity of Leading cadres at the grassroots level.it is important to enhance the administrative capacity of leading cadres at the grassroots level in accordance with the law on legal awareness and a legal concept,then they have the capacity to solve problems a on the basis of cultivating their legal ability,ultimately,it is to establish a the law examination evaluation systemsof the grass-roots cadres.
