摘　　要：首先,摈弃传统的城市固体废弃物终端处理模式,改为从源头做主动处理。其次,建立统一协调的城市固体废弃物回收处理物流体系。政府在城市废弃物物流管理中应发挥更为主动的作用。The paper suggests to change the traditional terminal management mode of urban solid wastes into positive management from the origination and to establish united and coordinated recycling logistics system of the urban solid wastes.
