摘　　要：阐述了农业知识产权的概念、范畴、特征,提出了农业科研知识产权战略的目标是通过体制创新和管理创新,增强科技创新能力,提高自主知识产权拥有的总量和质量,进而提高中国农业科技的核心竞争力,增强自我发展能力,同时为实现这一目标,提出了加强宣传教育、健全管理制度、选择优先实施领域、建立促进创新的激励机制和注重产权保护、信息收集处理、专业人才培养、国际交流与出入境管理等8项实施知识产权战略推进农业科技自主创新的对策措施。This paper explains the concept, category and characteristics of agricultural intellectual property. It puts forward that the objective of intellectual property strategy for agricultural scientific research is to enhance the innovation ability of sciences and technology, add the total number and quality of independent intellectual property through system and management innovation, and then proceed to increase the nuclear competitive ability of agricultural sciences and technology in China and the self-developmental ability. And to realize this target, it declares 8 aspects of countermeasures for carrying out intellectual property strategy to push on independent innovation of agricultural sciences and technology, which are strengthening propaganda and education, amplifying perfect administrative regulations, choosing the field for giving priority to implement, establishing encouragement mechanism of promoting innovation, and paying attention to property protection, information collection and treatment, the training of personnel in the field, international exchange and export-import management .
