摘　　要：在简述高校图书馆与系资料室各自功能及各自为政弊端的基础上,分析了实现高校图书馆与系资料室“一馆两制”的必要性及优势,提出了在网络环境条件下,高校图书馆与系资料室实行“一馆两制”的政策措施。Based on briefly introducing the respective functions of university library and department reference room and the malpractices of that each of the two sides does things in its own way, analyzes on the necessity and superiority of realizing the ＂one library two systems＂ in university library and department reference room, and puts forward some policies and measures for practicing the ＂one library two systems＂ in university library and department reference room under the network environment.
