摘　　要：目前对垃圾短信问题的讨论主要集中在对手机用户的危害上,并由此提出运营商监管和立法解决,而没有从一个更加宏观的层面上对垃圾短信问题加以系统地考察与研究。从社会信息环境协调发展和信息用户的角度出发,对我国信息内容服务市场的规范问题进行了探讨。At present, the discussion on problem of the garbage massage mainly focuses on the harms to the users of the mobile phone, and based on this people hold that this problem should be solved through the supervisory control of the operators and the legislation, but nobody makes systematic investigation and research on the problem of the garbage massage from a more macroscopic level. Starting from the coordinated development of the social information environment and the information users, this paper probes into the problem of the normalization of our country＇ s information contents service market.
