摘　　要：本文论述了人类对林业在整个国民经济中的地位和作用的认识。对“三北”平原地区林业生态工程体系建设的理论基础、林业生态工程体系建设的目标任务、林业生态工程体系建设中存在的问题和对策进行了分析。对林业生态工程体系建设提出切实可行的建议。The awareness of human beings on the status and function of forestry in the whole national economy is expatiated in detail. The theoretical basis, objectives and tasks, the existing problems and countermeasures of forestry ecological engineering system construction in the three north plain areas are analyzed, and some practicable suggestions for forestry ecological engineering system construction are proposed in the paper.
