摘　　要：由于在市场条件下存在公共物品、外部性、规模经济及信息不对称等问题,地方政府有实现其职能、改善资源配置的公平与效率的必要性,以实现地方经济社会可持续发展。通过对政府干预经济社会行为的简要分类,对云南省政府经济干预的效率进行了实证分析,其结论是:在运用政府经济手段合理保护生态环境的前提下,地方政府应着重加大社会事业的公共投入,以促进人力资本存量的增加,减少劳动力流动的成本,为实现云南经济快速增长和可持续发展创造内生的、基础性的市场条件。Due to the exist of public goods, externality, economy of scale and information asymmetry under the market condition, it is necessary for local government to implement its function of improving the justice and efficiency of resource allocation in order to achieve the sustainable development of local economy. By briefly classifying the behaviors of government intervention on economic society, the paper makes an empirical analysis on the efficiency of the government economic intervention of Yunnan province. The results show that local government should increase public investment in the society to promote the human capital reserves while decreasing the cost of the flow of work force. Endogenetic and basic conditions should he made to help push the fast economic development and sustainable development of Yunnan.
