摘　　要：医院实施战略管理,可有效分配人力和物资资源,提高医院运行效率和服务质量,降低医疗费用,满足人民群众日益增长的医疗需求。作者阐述了医院制定战略规划的意义,描述了厦门市某医院制定战略规划的背景、过程及资料收集方法,并通过对其内外部环境进行分析,确定医院的方向性战略,做出医院未来10年的战略规划。在制定医院战略规划的过程中,提出医院愿景、建立医院战略目标体系和制定战略方案是战略规划的实质。The implementation of strategic management in a hospital helps to effectively allocate its human and material resources, improve its operating efficiency and service quality, reduce its medical costs, and meet the increasing needs of the people for medical services. The paper expounds the significance of the formulation of strategic planning in a hospital and describes the background, process and data collection methods for the formulation of strategic planning in a certain hospital in Xiamen. The direc tional strategies of the hospital and its strategic planning in the next 10 years are identified on the basis of an analysis of its internal and external environments. The paper argues that the essence of strategic planning in the process of formulating the strategic planning of a hospital lies in bringing forward a vision of the hospital, setting up a framework of its strategic objectives and formulating its strategic plans.
