摘　　要：应对地方政府财政科技投入绩效分析工作的实际困境,提出了“指标靶”概念,并在此基础上构建了评价模型体系,从宏观、中观、微观层面分别设计了相应的指标体系,其中着重介绍了宏观指标的设计过程,并给出了一个特殊的“靶指标”验证实例。Evaluating performance of local government appropriation for S＆T is a complicated and difficult task. This paper introduces the new concept of ＂Indicator Target＂, formulates a performance evaluation model system that involves a system of index correspond with macro-, medium- and micro-stratum. And puts forward a special validity check case based on ＂Indicator Target＂. The conclusion form this paper can afford some local government a theory sustentation and operation reference when they set to evaluate performance of appropriation for S＆T.
