县域农业创新系统效率评价及分析——对河北、山东两省的实证研究

摘　　要：以创新系统理论为基础,采用DEA-Tobit两步法对山东与河北两省的共78个县域农业创新系统效率进行了评价分析,结果表明,农村基础教育水平、“市场建设”以及“技术服务和推广人员工资水平”对县域农业创新系统效率具有显著的影响,而政府科技经费与中高等教育水平并不具有显著的影响。提出了提高县域农业创新系统效率的建议。Based on the theory of innovation system, adopting two-stage method of DEA-Tobit, the authors compared the efficiencies of agro-innovation systems （AIS） in 78 counties of Shandong and Hebei provinces and analyzed the factors influencing AIS efficiency. The econometrics analysis showed that the ＂level of rural basic education＂, ＂market links＂ and ＂wage level of technical service ＆ promotion companies＂ had significant impact on the county AIS＂ efficiency while public science ＆ technology funding and higher education were proved to be insignificant. Accordingly, several proposals were provided with the expectation of heightening the efficiency.
