广东省水库移民管理体制改革分析

摘　　要：水库移民管理是一个复杂的系统工程,我国新时期的移民管理需要切实贯彻落实“以人为本”的科学发展观,提高移民工作的管理效能,加快解决水库移民问题,促进水利事业的健康、协调发展。广东省水库移民管理在管理理念、行业管理模式及移民安置模式等方面进行了长期的探索,提出了新时期水库移民管理体制和机制改革的思路和方法。实践证明,这种思路和方法取得了良好的社会效益。水库移民管理必须贯彻“以人为本”的思想,从宏观上理清管理理念、管理体制和管理方法三个层面之间的关系,在微观上进行专业化、规范化的水库移民管理模式的改革。The reservoir immigrant management is a complex system. It is necessary to follow a human-oriented concept and to improve the efficieney of management so as to promote the health and harmonious development of water conservancy. The reformation of reservoir region immigrant management has been experienced for a long time in Guangdong Province, with emphasis placed on the management idea, management mode, and resettlement mode for immigrants, and a new idea and method for reformation of the management system and mechanism were put forward in the new period of time. Practices show that great social benefits have been achieved under the guidance of the new idea. As a result, it is necessary to adjust the relationships between management idea, management system, and management method from the macroscopic view, and implement specialized and normalized reformation in management mode from microscopic view.
