图书馆治理的制度环境影响因素分析

摘　　要：通过对“获得图书馆服务”的权利意识和权利实践、公共权力的配置结构、图书馆行业性组织、图书馆立法等四个制度环境因素进行分析,认为这四个制度环境因素非孤立存在,是一个国家民主体制的实现形式和发展程度在图书馆公共事务上的映射。我国图书馆治理须从国情出发,尊重发展规律,借鉴国外经验,但又不盲目照搬,才能推进中国的图书馆事业发展。This paper firstly analyzes the consciousness and practice of the right of ＂using the library service＂, the disposition structure of public authority, the library professionalism organization and the library legislation. With a comparison with libraries abroad, the author mentions four factors that influence the library right of the public. However, the paper also considers that Chinese libraries should go on its own way to promote the development of Chinese librarianship.
