论城市精神塑造与城市法治化的内在互动关系

摘　　要：城市精神塑造与城市法治化建设具有内在的互动关系。首先,城市精神的塑造与城市法治化建设相辅相成,同步发展。城市精神塑造是城市法治化建设的内在品格和素质要求;城市法治化是城市精神塑造的重要内容;城市精神塑造与城市法治化建设同步发展。其次,城市精神的塑造需要城市法治化的支持。城市法治化为城市精神的塑造提供动力支持;城市法治化为城市精神的塑造提供各种援助;城市法治化为城市精神的塑造提供保障;城市法治化的过程也是城市精神塑造的过程。最后,城市法治化建设同样需要城市精神的支持。城市精神的塑造可以通过对人的塑造实现对城市社会的控制;城市精神的塑造对城市法治化建设具有明显的评判功能;城市精神的塑造对城市法治化具有多方面的维护功能。研究城市精神塑造与城市法治化的内在互动关系,有利于两者协调发展,对于城市的和谐发展具有重要的支持功能。City spirit is closely associated with city legalization. First, spiritual construction of a city demands for legalization of the city which in return forms an important content of the former. Second, spiritual construction motivates, supports and ensures legalization of a city which in return promotes the former. Finally, legalization of a city may not achieved without city spirit which helps manage society by cultivating man, evaluate and ensures legalization construction. An analysis of the interrelationship between spiritual construction and legalization of a city is of great significance to the harmonious development of the city.
