摘　　要：在国内,目前VoIP业务的市场监管尚不明朗,但由于市场需求旺盛,已经有大量服务提供商进入市场。分析VoIP在中国的监管现状,并通过详细的调查,列举了在目前监管框架下VoIP服务提供商进入市场的几种模式,给从业者以启发。同时,也对于VoIP管制的着眼点提出了新的思考。In ChinThe Status Quo of VoIP Market Regulation and its Market Access Approacha, the present market regulation on VoIP service is not very clear, but because of the great market demand, a large number of service providers have entered the market. This paper analyzes the status quo of VoIP regulation in China. and through detaited investigation, it lists several modes for VoIP service provider to enter the market in present regulation architecture, and enlightens the practitioners. Meanwhile, it puts forward some new considerations on the breakthrough point of VoIP regulation.
