摘　　要：由来已久的乡镇经济债务严重影响了社会主义新农村的建设,有效化解与遏制乡镇债务是摆在各级党委和政府面前亟待解决的难点问题,为此要发展乡镇经济,提高政府偿还债务的能力;强力推进财源建设;建立乡级债务责任追究制;建立健全清欠有奖机制;盘活资产,多渠道化解乡镇债务;改革财政管理体制;稳定乡镇领导班子,主要领导要干满一届。The longstanding county＇ s debt has restrained the building of socialism new country in a huge degree. It is a difficulty for each class government and party committee to solve and contain. So that, we should develop county economy, raise the government＇ s capacity of paying a debt, improve the building of property resource, build up debt investigation system, and perfect the system of reward to settle accounts, reform finance administration institution, keep county＇ s leaders stably.
