摘　　要：从经济效益、农业风险、道德风险、以险养险等方面对政策性农业保险制度在我国的现实运作进行商榷，表明政策性农业保险的经济效益不是直接效益，农业风险不等同于巨灾风险，道德风险不能混淆于骗赔，而“以险养险”不可寄力于保险公司“自养”。As to the operation of Chinese policy insurance, the paper deliberates from the aspects of economic benefit, agricultural risks, moral risks and ＂hedge one insurance with another＂.It shows that the benefit of policy agricultural insurance is not only direct benefit, all agricultural risk isn＇t equal of catastrophic risk, moral hazard is different from insurance fraud, and ＂hedge one insurance with another＂ doesn＇t means insurance corporations will hedge themselves.
