摘　　要：发展小水电在促进我国农村经济社会发展和生态与环境建设中发挥了重要作用,但在开发热中也出现了不少问题。为此,必须正确认识小水电开发的形势,科学确立开发方针,制定符合实际的政策措施,使之真正走上“在保护生态的基础上有序开发”的健康轨道。Development of small hydroelectric power have taken on an important role for promoting economy and society development, protecting ecological and environment in rural areas. However, there are still appearance lots of problems. Therefore, we should pay attention to the position of development of small hydroelectric power, establishing guideline scientifically and policy according with practice, which can go the health track of ＂development of small hydroelectric power orderly on the basis of protecting ecology＂.
