摘　　要：中国必须从发展战略的高度看待环境安全、能源安全、社会安全等非传统安全问题,并将其纳入国家发展战略和国家安全战略中,使非传统安全问题成为各级政府的重要决策议程,并以立法形式加以确认。作为负责任的大国,更应当在国内发展的各个领域关注人类安全、社会安全和公共安全,建立各个领域防范非传统安全危机的预警机制、信息透明机制、危机反应机制、舆论监督机制、部门协调机制以及国际合作机制。China must view environmental security, energy security, social security and other non-traditional security issues strategically and include them in national development strategy and national security strategy, list them in the important decision-making agendas of the governments at different levels and have them validated in the form of legislation. As a responsible country, China should pay more attention to human security, social security and public security in its development, establish alert system, information clarity system, crisis response system, public opinion supervision system, department coordination system and international cooperation system to prevent non-traditional security crises.
