摘　　要：在对“社会困境”模型的研究中,经济学家们常常忽视了“不选择”作为一个选项的作用与意义。而在现实中,这恰恰是不能、也不应被忽略的重要条件,因为它不仅会直接影响到人们的行为策略本身,而且会影响总体社会福利水平。作为自愿交易原则的一个必不可少的内涵,“不选择”在公共选择与集体决策的应用中虽然较为复杂,但却是至关重要的,它可以在不均衡的政治市场上保护弱势群体的利益,从而保证制度变迁始终沿着帕累托改进的方向发展。In the study of social dilemmas, economists often omit the effect and meaning of 'not choosing' as an option. But this is an important condition which cannot and should not be overlooked in reality because it affects not only people's strategic behavior but also the whole social welfare. As a necessary connotation of voluntary principles, although 'not choosing' is more complicated in the application of public choice and collective decision, it is essential. It could protect interests of the weak and the powerless on unbalanced political market and guarantee that institutional transition is going always along Pareto improvement direction.
