浅谈水资源开发利用与市场化模式

摘　　要：分析了计划经济体制下水资源开发利用模式存在的弊端,提出建立水务市场及其相应的管理模式、大力开发利用污水资源、缓解水资源紧缺状况、维持水资源的良性循环等建议,指出水资源开发利用由计划经济模式转向市场经济模式是一种必然趋势,而建立强大的水工业企业集团,形成寡头竞争的格局是21世纪我国水行业首选的市场化模式。This paper analyzes on the malpractices existing in the water resources development and utilization mode under the planned economy system, puts forward some suggestions on establishing the water affairs market and corresponding managerial mode, developing and utilizing the sewage resources, releasing the shortage of the water resources, and maintaining the benign circulation of the water resources, etc., and points out that transforming the planned economy mode into the market economy mode in aspect of developing and utilizing the water resources is an inevitable trend, and establishing strong water industry enterprise group to form the oligarch competition pattern is the first selection of the marketing mode.
