摘　　要：根据水土资源分布特点和社会经济发展总体布局以及生态与环境对水资源的需求,对黑龙江省水资源配置布局进行分析,提出了黑龙江省水资源配置总体思路是:在节水和合理调整产业结构和布局的前提下,积极开发当地地表水资源,合理利用界河水资源,适度实施跨流域、区域引调水工程,结合区域性水资源综合利用要求,加快水能资源开发。Water resources distribution in Heilongjiang Province are analyzed, which its general thinking includes positively development of surface water resources, rational utilizaion of boundary river, moderately implement of cross- basion or cross-district, accelerating hydroenergy resource development combination of water comprehensive utilization, on the premise of water saving and adjusting industry structure, according to the characteristics of land and water distribution, general layout of society and economy development and water demand by ecosystem and environment.
