摘　　要：本文提出通过民营化改革以破除行政性垄断进而提高电信产业效率这一电信产业改革路径,并提出基于电信业务的合理划分,通过组合运用民营化改革实现途径,循序渐进地对电信产业实行民营化改革。This article proposes to demolish the administrative monopoly and improve the efficiency of telecommunication industry by privatization. It is suggested that based on the rational partition of the telecommunication business, China need to apply ways of telecommunication reform and privatize the telecommunication industry gradually.
