摘　　要：我国作出“工业反哺农业、城市支持农村”战略转变的决策是目前中国经济发展的必然要求;构建和谐社会、实现全面建设小康社会的要求;打破“三农”问题产生、存在的二元社会经济结构,建设社会主义新农村的要求;扩大内需,促进国民经济持续、快速增长的要求;提高我国农产品国际竞争力的要求。It is necessary for China to make a major transformation in development strategies, i.e. industry rewards agriculture and city supports countryside. In China, the current economic development, the construction of harmonious society, the achievement of a comprehensive building of a comfortable society, the breakthrough of the three agricultural problems, the existence of dual economic structure, and the building of new socialist rural areas demand this transformation. The expansion of domestic demand, the promotion of a sustained, rapid growth of national economy, the enhancement of international competitiveness of agricultural products also demand this transformation.
