摘 要:在我国,作为权力机关的人大虽有宪法和法律规定的至高无上的监督权,但缺乏明确的机构来负责对行政、司法机关工作人员履职行为的监督,致使人大监督流于形式,行政、司法机关中官僚主义盛行,大量的“灰色腐败”问题滋生。针对此问题本文借鉴瑞典和英国的议会监察专员制度对我国创制人大监察专员制度进行了可行性分析和模式构想,并对明确其与司法监督和行政监察的关系也有了一定程度的思考,旨在更好地发挥人民代表大会的监督职能,弥补我国行政监督体系的不足。In China, the People's Congress has authority as the Constitution and the supremacy of the law and rights, but the lack of a clear body to be responsible for executive, the judiciary staff ridiculous acts supervision, leaving supervision allowed, administrative, judiciary, bureaucracy prevalent, a lot of "grey corruption" breeding.
