对我国城市污水海洋处置的思索

摘　　要：本文结合国内外污水海洋处置趋势分析，针对我国沿海社会经济和环境特征，阐述排海工程在保护近海环境方面的作用和意义。并就海洋自净能力、城市污水处理设施和排海工程的效益等问题进行讨论，提出完善近岸海域环境功能区划、开展海洋生态效应和污水海洋处置规划研究以及开拓资金渠道等建议。According to the social-economy and environmental resources features in the coastal zone of our country,and the situation and trend of the marine disposal of the sewage in the world,in the paper the effluent ocean-outfall projects’role and the significance environmental protection in the nearshore were expounded.Some questions about the marine disposal of the sewage,such as the marine self-purification ability,the relation between ocean-outfall and the sewage treatment system,and the assessment of projicts' environmental effect also were discussed.At last,some suggestions about the environment function divission of nearshore waters,research of the effeciency of the pollutants on marine ecology and the planning of the effluent marine disposal projects,and sources of the financing etc are put forward.
