摘　　要：运用系统工程方法讨论了在新的财税制度下建设项目经济评价的内容、指标体系、新的要求,以及石油工业建设项目经济评价的特点。把现行的企业财务评价与建设项目评价联系起来,把后者视为前者在可能性空间中的一种趋势分析。据此,在评价方法和参数选择上带来许多有益的借鉴。并认为经济评价不仅是一门技术而且是一门艺术,所以评价者应该熟悉可用于实现委托者意愿的法规所容许的弹性空间。This paper discusses the contents and characteristics of economic evaluation, indicator system and new requirement of construction project in petroleum industry with the system engineering method under new taxation system. We combined current financial evoluation with the construction project evaluation, and consider that the latter is trend analysis of the former in possible space. Therefore the evaluation method and selection of parameters have been improved. And consider that economic evaluation is not only as a technology, but also as an art. So an evaluator should be famileares on those elastic space that can be used in the practice to realige the hope of consignor within the law permited limits.
