摘　　要：基于政府采购的理性人角色考虑,运用标杆瞄准和主成分分析相结合的指标筛选方法,设计了业绩绩效指标、成本绩效指标和内部管理绩效指标这3个层面的我国政府采购绩效综合评价指标体系。按照综合模糊函数理论,提出了政府采购绩效的多层次多目标模糊综合评价方法,并对南方某省11市政府采购绩效进行了实证分析。研究表明,该评价方法结构合理,实际意义明确,对政府采购绩效的评价有较高的应用价值。Given the ration of government procurement, a performance evaluation system of China government procurement is designed by using benchmarking and principal components analysis. Indexes are built including achievement performance; cost performance and internal management performance. According to the fuzzy function theory, a multi-layer ＆ multi-objective fuzzy comprehensive method is put forward to evaluate the government procurement performance in 11 counties. The result shows that the method is reasonable, practicable and significant.
