甘肃农村基层组织运行与公益事业发展存在的问题及对策研究

摘　　要：农村基层组织有两大主要职责:一是行政管理职责,以保证政令畅通,国家法律、政策在农村地区的贯彻执行;二是发展农村公益事业,向农民提供公共产品和公共服务,以提高农民生活水平。未来一个时期,在构建和谐社会的总体奋斗目标下,农村基层组织的主要职责将会发生转变,发展农村公益事业的职能将逐渐增强,大部分行政管理职能也将转变为公共服务职能。Rural prinary organization has two duties： One is administration which insures law and principle to be carried out in village;the other is to develop rural pubcic welfare which provides products and public survice to peasants to improve peasents＇ living standard. In the future period, rural primary organization will charge its main duty to devecop its public welfare, and parts of administration also will change into public service under the aim of constraction humanious society.
