完善黑龙江省农村社会保障制度对策研究

摘　　要：随着城市化进程加快,农村经济结构的变化,人口政策的影响以及农村人口结构的逐步老化,农村传统的土地保障、家庭保障功能逐渐弱化,农村人口对政府组织的社会保障的需要越来越迫切。农村社会保障制度是针对农村人口的社会保障制度,黑龙江省是农业大省,有80%的人口生活在农村,通过明确主体、筹资机制、管理机构和监督体制,并辅之以家庭保障,从无到有建立起农村社会保障,将对建立有中国特色的社会主义现代化、完善社会主义市场经济体制、促进农村经济社会的协调发展和小康社会的建设以及保持农村的稳定,有着不可低估的理论和现实意义。With the development of the procession of the urbanization, the change of rural economy structure, the affection of population policy and the ageing of the rural population structure , the function of previous family security and land security is weakening.Tne farmers＇ request of social security that recognized by government becomes mere urgent. The rural social security system serves the farmers. Heilongjiang Provinee is agrieultural big prayinee, some 80% population life in countryside. It will be of great significance on theory and reality for the construction of the socialist modernization with Chinese characteristics, for the perfection of the socialist market economy structure.
