摘　　要：《SCM 协定》通过对成员方专向性补贴行为的规范与制约,要求成员方政府在补贴问题上应确立起市场主体一律平等与规则平等适用、市场主体公平竞争与实现法律实质正义以及适当照顾发展中国家利益的理念。它既通过规则的严格实施维护公平竞争的国际经贸秩序,也通过对平等自由竞争观念的弘扬,推动国际社会能够内在生成公开公平竞争的规则意识与道义准则。同时,更通过对成员方经贸关系的利益协调与规则调整,实现着其所特有的价值目标与制度功能。SCM agreement may regulate and supervise the WTO members＇ specific subsidy behavior, it require every member government should establish those ideas that every market participant has equality status and equal apply the rule, fair competition in the market and achieve material justice, and appropriate care for developing countries interests. It through strict implement rule to maintenance international economic trade fair competitive order, it also through expand idea of equal free competition, impel the international society create role consciousness and righteous standards of public fair competition. Furthermore, it exert legal mechanism to harmonize members＇ benefits and adjust their economic and trade relationship, carry out its special ethic target and jural functions.
