摘　　要：目前我国正处于新一轮民主政治建设与政治体制改革的关键时期,积极研究和探索新时期我国责任政府建设的制度安排,直接关系到我国社会主义事业的大局,并成为当前我国政府体制改革的重要课题。本文分析了新时期我国责任政府建设的特殊国情以及新时期我国责任政府建设的理念与目标,并从推行行政问责制、政务公开、建设“阳光”行政、建立有效监督机制、健全和完善行政法治、完善人民代表大会制度、深化行政道德建设六个方面阐述了完善我国责任政府建设的具体制度安排。After reform and opening the door to the outside world of over twenty years,at present ,our country is in the critical period of new political and democratic construction and the reform of political administration systems. The active study and exploration of the system arrangement of constructing our responsible government in the new period is directly related to our socialism construction,also becomes an important subject in our political administration reform. This text analyses the special situation, ideas and objectives of the construction of our responsible government,then puts forward the measures of improving and strengthening the construction of our responsible government in the following respects： carrying out the system looking into administration responsibility, making governmental affairs public, establishing if brightadministration ,setting up effective supervisory mechanism ,strengthening and improvingthe administration governed by law,separating the administration from the Party, perfecting the system of the National People＇s congress, further constructing administrative ethics and so on.
