摘　　要：近年来,在经济转轨和社会转型期间,随着新旧体制的更替,改革措施的相继出台,一方面有力地推动了我国经济的飞速发展;另一方面,由于社会成份日趋复杂化,各种新问题、新情况不继涌现,由各种社会矛盾引发的群体性治安事件愈来愈多,已经成为当前影响社会稳定比较突出的问题。研究群体性治安事件的特征,探讨处置时的基本队形和战法,对各级党委、政府以及公安机关妥善处置此类事件具有十分重要的现实意义。In recent years,at time when economy goes through transition and makes the transition in the society,with the replacement of the new and old systems,the issue in succession of the reform measure. On one hand has promoted the development at full speed of the economy of our country effectively;On the other hand,because social compositons are complicated day by day,various kinds of new problems,new situation do not continue emerging,more and more by colony public security incidents that various kinds of social contradictions cause,it influences the problem with more outstanding social stability at present to already become.Study the characteristic of the colony bublic security incident,probe into the basic fomation and tactics while handling, to that Party Committee,the govemment and public security organ at all levels handle this kind of incident properly have very important realistic meanings.
