摘　　要：合同承包逐渐受到世界各国政府欢迎,其成功之处对我国政府改革有很大启示作用。但在政府合同承包实施过程中也会出现许多问题,这就要求政府正确定位,发挥应有作用,在公共服务合同承包中应扮演组织者、障碍扫除者、监督者及经验总结者的角色。The governments of the world gradually welcome the contracting-out, The successes of the contracting-out are revelatory to our governmental reformation. But in the executing process there is some matter, so the government is required to orients well and truly, and exerts the corresponding function, The author thinks, the government should play the roles of organization, sweeping obstacle, supervision and summing-up experience.
