摘　　要：针对农村还存在大量非农业产业剩余劳动力的问题,提出乡镇企业在全面建设小康社会和促进农村就业中具有十分突出的战略地位。要有效地减轻就业压力,就必须大力发展乡镇企业,这是立足国情、顺应民意、遵循规律的基础上做出的重大决策。Concerning to the labor-surplus problem in the rural area, this paper points out the significant strategic position of village and township enterprises played in the process of rural employment advancement, Only greatly develop village and township can we efficiently reduce the employment pressure, and this mind is a national situation-based, people mind-complied,regulation-followed decision.
