上海土地储备“十一五”规划的研究与实施对策

摘　　要：从房地产业发展规划角度,阐述了上海土地储备“十一五”发展规划的编制原则、目标、任务,研究制定上海土地储备“十一五”发展规划的量化指标,提出编制上海土地储备“十一五”发展规划的意义、背景和规划纲要,以及实施“十一五”土地储备发展规划的政策建议,指出建立有上海特色的“政府主导、市区联手、市场运作、分责共享”土地储备制度是深化宏观调控的重要机制保证。From the perspective of real estate development planning, this paper presents the principles, target, task of the formulation of 1 1thfive plan of land banking in Shanghai, studies the quan- tity index of 1 1 th-five plan of land banking, extends the meanings, background and outline of the 1 1thfive plan as well as corresponding countermeasures. It also points out that it is important for deepening the macro control to set up a land banking system with Shanghai local feature characterized by ＂government leading, districts coordinating, market operating and responsibility sharing＂.
