论建构城市规划听证制度的必要性

摘　　要：城市规划作为对城市未来空间发展的战略布局和政策,不仅影响城市未来的居住地貌,而且对居住于城市内的公民权益亦会产生重大影响。我国现行城市规划在行政机关单一决策主体的模式下,存在剥夺城市弱势群体利益、忽视可持续发展以及反复无常等诸多问题。要将城市规划纳入科学、理性的轨迹,公民对规划的参与必不可缺,城市规划应当建立吸纳民众参与的听证机制。The urban planning is the principle and policy for the future development of the city, which will not only influence the landfonns of city but also the rights and interests of the citizen. However, with the executive organ as the only decision -maker,the exciting principle for urban planning in our country will unavoidable deprive the interests of urban disadvantaged groups, ignore sustainable development and change from time to time. So public hearing system must be set up for the city planning in order to have the citizen involved and make the planning in a scientific and rational way.
