摘 要:我国电信业对NGN标准的研究应该说起步不晚,但是为什么自主创新的核心技术仍然比较缺乏?从国际电信业各标准组织的全面认识和分析出发,指出我国NGN标准的参与还停留在传统的、依赖政府力量的话语权阶段,对一些面向市场驱动的基础和创新技术标准组织的形式和风格还比较陌生。通过分析指出,伴随着IP应用和技术的高速发展及其对电信产业的全方位影响,IETF将在电信NGN的技术体系中承担起越来越重要的、创造基础技术的支柱性角色。在过去的相当长时间里,我国电信业对IETF的不熟悉和低参与率的现状,不仅不利于我国电信自主创新技术的产生,更为重要的是使我国丧失了学习和了解国际上观念创新的机遇,错过了参与和掌握技术创新的主体舞台。China started the NGN standard research in a relatively early day, but why we are still lack of the core technologies from self-innovation? Based on the overall understanding and analysis on each standardization organization of international telecom industry, this article points out that our participation to NGN standard is still in voice stage which is traditional and government-dependent, and we are not familiar with the form and style of the fundamental and innovative technology standardization organizations which are marketoriented, Then, through analysis, it presents that along with the application and fast development of IP technology as well as its full-scale influence on telecom industry, IETF will play an important role in NGN's technological system in terms of fundamental technology creation. China's unfamiliarity and low participation rate to IETF are disadvantageous for us to create telecom self-innovation technology, and consequently we lost the oppotunity to learn the concept innovation and technological innovation of the world.
